IN RECENT YEARS, MUCH HAS BEEN SAID ABOUT THE EXPEDIENCY OF IMPORT INDEPENDENCE OF DOMESTIC MANUFACTURERS, ABOUT THE NEED FOR TECHNOLOGICAL INDEPENDENCE IN GENERAL AND IN THE DEVELOPMENT OF TRANSPORT TELECOMMUNICATIONS NETWORKS IN PARTICULAR. IN ADDITION, THE TOPIC OF THE IMPLEMENTATION OF THE PROGRAMS "SMART CITY", "SAFE CITY", "SMART ROADS" AND OTHER LARGE INFRASTRUCTURE PROJECTS OF CITIES AND REGIONS IS CONSTANTLY TOUCHED UPON.
ALEXANDER MAKARICHEV, A BUSINESS OWNER TALKS ABOUT HOW PILOT TELECOM PARTICIPATES IN THE CREATION OF A TECHNOLOGICALLY INDEPENDENT TELECOMMUNICATIONS SERVICES INDUSTRY.
ALEXANDER MAKARICHEV, A BUSINESS OWNER TALKS ABOUT HOW PILOT TELECOM PARTICIPATES IN THE CREATION OF A TECHNOLOGICALLY INDEPENDENT TELECOMMUNICATIONS SERVICES INDUSTRY.
– Mr. Makarichev, at the beginning of last year, new technological solutions, as well as equipment whose operation does not depend on foreign suppliers, became extremely popular on the Russian telecommunications network market. How does Pilot Telecom see its participation in this market?
– In 2020, a package of regulatory documents was released, where the need for the use of modern technologies in the field of transport telecommunications networks was noted. We analyzed the state of the market and realized that we could become a participant and initiator of its development.
Our project is related to the production of digital radio relay equipment and optical multiplexers of a new generation for transport telecommunication net works of telecom operators and technological networks.
The aim of the project is to replace Western vendors who have left our market, and to ensure accelerated achievement of import and technological independence under current restrictions.
Creating the project, we relied on the experience of the team within group of companies “PARTNER GROUP”, a participant in the market for the supply of a wide range of IT, computer and peripheral equipment in Russia. A deep understanding of the challenges of the industry, consumer experience, resource and technological advantages and limitations of suppliers of technologies and materials, components and assemblies, as well as global trends in industry development, makes our team the most competent and relevant to the task of targeted import substitution, including in the field of localization of production of telecom equipment with the prospect of using domestic electronic component base (ECB). Currently, Pilot Telecom, owning exclusive rights to modern technological solutions in the segments of radio relay stations and optical multiplexers, plans to build a system that allows manufacturing, servicing, repairing and upgrading equipment for a new generation of telecommunications infrastructure. This will ensure the implementation of state programs in this area and the achievement of the goals of advanced technological development of the telecommunications industry of the country. Thus, we will also secure a part of the market.
– How do you assess the state of the transport telecommunication networks market?
– Until the beginning of 2022, the Russian market of optical transport networks in the segments of radio relay stations and optical multiplexers was dominated by such foreign vendors as Huawei, Ericsson, Nokia and NEC, which accumulated 83% of the volume of these segments.
The determining factors of this market situation were:
It should also be noted that foreign vendors did not use the services of Russian manufacturers to produce their equipment, which in combination with the above factors hindered the development of domestic manufacturers. At the same time, foreign vendors supplied equipment for transmitting and receiving 2G, 3G and 4G communication systems, thereby contributing to the formation of the concept of mass introduction of 5G networks in the market of radio relay stations and optical multiplexers.
Following the withdrawal of foreign vendors from the Russian Federation, unique conditions for the formation and development of optical transport networks emerged on the Russian equipment market. The availability of modern technological solutions contributes to the development of transport telecommunication networks and services provided by operators.
In addition, the production of equipment that allows implementing the concept of 5G networks brings programs such as Smart City, Smart Roads, Smart Towers to a higher technological level, increases their demand and efficiency, and is also accompanied by the development of various end-to-end technologies. In particular, the use of fiber-optic networks and advanced communication technologies is expanding. This will ensure high-speed Internet access in urban and rural regions of Russia and reduce the level of Internet inequality among them.
– How will the equipment you produce differ from the existing one?
– The current need for deep modernization of the fiber-optic infrastructure due to the inability to install WDM transceiver equipment of the required bandwidth on the backbone infrastructure in combination with these factors ensures stable demand for new domestic telecom equipment in the horizon of twenty years or more.
In short, new technologies in the production of radio relay stations contribute to improving network performance: they increase throughput, provide greater flow density and compatibility with a network organized on the basis of promising multi-protocol label switching technology. All this makes it possible to promote 5G – the fifth generation of mobile communications.
The use of modern optical multiplexers will reduce power consumption, increase the efficiency of fiber use.
As for modern tower structures, these are universal modular structures related to the infrastructure of the transport network, which have not only attractive design solutions, but also allow the use of a software and hardware complex that implements an operator-class transport distributed data transmission network with a unified management system for the development of infrastructure of smart cities and smart roads, combined with infrastructure mobile operators.
Another important aspect is information security. And in this area, new technological solutions will ensure the protection of information flows from outside interference.
Thus, project Pilot telecom is a complex of innovative technologies aimed at the development of the telecommunications industry in Russia.
Our plans include the organization of contract production within the framework of a single cooperative environment at distributed industrial enterprises – mainly leading state corporations. The success of such a complex cooperation will be ensured by uniform rules for the interaction of counterparties and connectivity tools aimed at operational efficiency and reducing transaction costs throughout the components – equipment – installation – service chain.
This method of work dictates the need to attract industrial partners with technological and production competencies, as well as qualified personnel.
In fact, the role of Pilot Telecom LLC will be to ensure the operation of the cooperative chain without the need for large investments in the production of ECB for telecom equipment. Technical means (machines and equipment) have already been imported enough as part of the re-industrialization of state corporations, and these production enterprises are not always loaded to their design capacity, which makes our cooperation mutually beneficial.
In conclusion, I would like to note that the most important factor in the successful development of the equipment market for transport telecommunications networks is cross-industry cooperation. Therefore, Pilot Telecom aims to find promising solutions and opportunities for combining competencies, as well as to interact with the largest market players. Therefore, Pilot Telecom team is focused on finding promising solutions and opportunities for combining competencies, as well as on interacting with the largest market players.

- technological advantage and use of own electronic component base;
- active marketing policy and long-term relationships with leading mobile network operators, which led to the established historical dominance of Huawei, Ericsson and Nokia equipment in the networks of the largest Russian telecom operators;
- many years of experience in outsourcing maintenance of large segments of Russian cellular networks;
- a wide range of equipment that meets almost all the needs of Russian consumers.
